Experience includes:

  • Executive Director for Rubicon Institute, a think tank within Rubicon Technologies, Inc. (NYSE: RBT), a software platform providing full-service waste management, recycling, and smart city technology solutions.

  • Kentucky State Director for Right on Crime, a center of the Texas Public Policy Foundation, focused on data-driven solutions for reducing crime, restoring victims, reforming offenders, and lowering taxpayer costs. Publications included a handbook on second-chance employment and a white paper on pre-trial reform, along with various op-eds and blogs.

  • Executive Advisor in the Kentucky Public Protection Cabinet under Governor Matt Bevin. In 2019, she handled much of the modernization process of Kentucky's alcohol licensure system, moving it from entirely paper-based to entirely online.

  • General Counsel to U.S. Senator Rand Paul. In the 115th Congress, she played a major role in two significant developments for Kentucky, being one of the key staffers responsible for drafting the hemp legalization legislation that passed in the 2018 Farm Bill, and drafting various provisions that reduced regulatory burdens around a number of Kentucky lakes and waterways in the 2018 Water Resources bill. Other victories included drafting and introducing bipartisan H-2A (temporary agricultural workers) visa reform legislation, drafting, introducing, and securing the most significant support a Foreign Intelligence Surveillance Act reform bill had historically received, and working with the Executive Branch to lessen the regulatory burden on Kentucky's coal and agriculture industries.

  • Regional Finance Committee Manager for Rand Paul for President, which included managing major donors and bundlers, drafting and coordinating direct mail and email communications, and planning fundraising events.

Aubrey received her Bachelor of Arts from Wake Forest University in 2012 and her Juris Doctor from University of Kentucky in 2015, where she served as President of the Federalist Society and Founder & President of the Election Law Society.
